Peter A. Diamond and James A. Mirrlees are renowned economists known for their foundational contributions to public economics and optimal taxation theory. In their influential articles published in The American Economic Review in 1971—“Optimal Taxation and Public Production I: Production Efficiency” and “II: Tax Rules”—they established the Diamond–Mirrlees efficiency theorem. These papers demonstrated that under certain conditions, production efficiency should not be distorted by taxation, even in the presence of income redistribution goals. Their work provided a rigorous framework for evaluating government tax and expenditure policy and has had a lasting impact on both theoretical and applied economic analysis.
